Not only did it turn out that if the telecom operator MTS-Khabarovsk supports video calls, then the telecom operator Megafon-Khabarovsk does not, but also NOT ONE firmware was found on the HUAWEI E173, guaranteed with SMS-MMS, voice calls, Russian and with Russian telecom operators. As a result, at first I decided to give up on video calls and focus on all of the above functions, except for video calls, and then, after unsuccessful tests for sending MMS, I gave up on them too
